WHY THIS MATTERS NOW
The Global Mineral Realignment
Has No Precedent
The geopolitical order of the 21st century will be shaped not by oil, but by rare earth elements and strategic metals. Neodymium powers the motors of every electric vehicle. Dysprosium makes wind turbines viable at scale. Terbium and gadolinium are indispensable to defense systems and medical imaging. Rubidium underpins quantum computing and military-grade GPS.
China currently produces 69% of the world's rare earth elements and controls over 85% of global refining capacity. Its escalating export restrictions have exposed the structural fragility of supply chains that underpin clean energy, advanced manufacturing, and national defense across the United States, Europe, Japan, South Korea, and India. Governments are no longer treating this as a market problem. It is a security problem.
THE ASSET
2,300 Hectares. 41 Elements.
One Formation.
Located in northern Peru with direct road access to a major Pacific port, the deposit encompasses over 2,300 hectares across five registered mining concessions. Resh Council holds the exclusive rights to bridge this asset to the world's most capable partners.
Where most rare earth mines extract from deep, discontinuous structures at significant cost and operational complexity, this site's mineralization is disseminated throughout surface-level rock across a geological structure spanning approximately 20 kilometers in diameter. The result is 100% open-pit accessibility, dramatically reduced extraction complexity, and logistics infrastructure already in place.
Fifteen independent geological and geochemical studies conducted across four continents confirm the extraordinary grade and scope of this formation.
GEOPOLITICAL CONTEXT
The Race Has Already Begun.
Peru Is Ahead.
In April 2026, a US government-backed consortium acquired Serra Verde — a rare earth operation in Goiás, Brazil — for approximately $2.8 billion, backed by the US Development Finance Corporation. The transaction made global headlines as Washington's most decisive move yet to break China's dominance over the critical minerals supply chain.
Serra Verde produces neodymium and praseodymium from a conventional ionic clay deposit. It is, by any measure, a significant asset. But it is not what northern Peru holds.
The deposit represented by Resh Council contains 41 strategic elements — including rubidium, dysprosium, scandium, and the full rare earth spectrum — hosted in an ophiolitic formation of mantle origin with no geological peer currently identified on the global market. Its reserves are projected to exceed the combined tonnage of the world's five largest comparable mines. It sits 75 kilometers from a major Pacific port, providing direct logistical access to Asia — the world's largest processing hub — and to the Americas simultaneously.
“The Serra Verde acquisition validated the market. This deposit redefines it.”
STRATEGIC MINERALS
Elements That Govern the Future
Selected highlights from 41 confirmed elements.
Rubidium (Rb)
Concentrations among the highest recorded globally. Essential for quantum computing, atomic clocks, and military-grade GPS systems. Supply chain almost entirely controlled by a single nation.
Neodymium (Nd)
The backbone of permanent magnet technology. Powers every electric vehicle motor, wind turbine generator, and advanced defense system in production today.
Dysprosium (Dy)
Among the scarcest heavy rare earth elements on earth. Required for high-temperature performance magnets in next-generation EVs, aerospace, and defense applications.
Scandium (Sc)
Aerospace-grade aluminum alloys, solid oxide fuel cells, and hydrogen energy infrastructure. Among the rarest commercially extracted elements on earth.
HOW TO ENGAGE
Exclusive Engagement.
Three Paths to Value.
Resh Council holds exclusive rights to represent and deliver this asset to qualified sovereign and institutional counterparts worldwide. All negotiations, due diligence, and commercial structuring are managed through our firm.
Full Acquisition
Sale of all five concessions in their entirety. Structured for sovereign funds, industrial governments, or corporate buyers seeking direct and permanent control of a globally significant critical minerals asset.
Joint Venture & Operation
Strategic partnership with a qualified operator bringing capital and extraction capability, in exchange for a negotiated revenue share and long-term supply agreements. Resh Council structures and guides the full engagement from first conversation to closing.
Raw Material Supply
Direct supply of crushed ore and raw mineral output on an EXW basis to qualified processors, refiners, and export intermediaries. The most direct path to commercial production without full asset acquisition.
All engagement is strictly confidential. Documentation available upon verified request.
BEGIN A CONVERSATION
This Opportunity Will Not Remain
Available Indefinitely.
The window to establish a position in Peru's critical minerals sector — ahead of formal regulatory frameworks, mass institutional capital inflows, and geopolitical lock-in — is narrowing. Sovereign funds, industrial governments, and tier-one mining corporations are already in motion. Regardless of whether you represent a sovereign fund, a national government, or a global institution, Resh Council offers direct and confidential access to Peru's most consequential opportunities. Every engagement begins with a conversation.
